CLARIFICATION FOR FILING DEADLINE FOR MARCH 3, 2020

As the City consolidates its regular Municipal Election with the State Primary for the first time since the passage of the California Voter Participation Rights Act, the City of Glendale is clarifying areas where the County requirements may conflict with the City’s Municipal Code. One area of question is the filing deadline for candidates.  It was initially advertised that the deadline would be from November 12 until December 6, 2019. Upon reviewing the Glendale Municipal Code, a discrepancy was found between the filing time period that the City requires (21 days) versus the County (24 days). The difference of 3 days placed the deadline on December 3rd and until clarification was received, candidates were instructed to return their materials by the revised deadline.

Furthermore, the Glendale Municipal Code (Sec. 1.08.030) places the filing period as 89 days to 68 days prior the Election. While this is required by the Glendale Municipal Code, the City has been advised by the Registrar-Recorder/County Clerk that adhering to this section would not allow for the City to participate in the March consolidated election. According to the County Registrar’s Division for Election Information and Preparation, any filing period that would initiate or end beyond December 6th for a particular jurisdiction would delay the County’s ability to layout, print, and mail VBM ballots, sample ballots, and military/overseas ballots to the voters.
Because the initial notices listed December 6th as the deadline and because this election is run by the County of Los Angeles Registrar/Recorder, the City Clerk’s office will continue to accept filings until Friday, December 6, 2019 at 5:30 PM.
